Quebec companies subject to the Charter of the French Language are not necessarily required to work exclusively in French. Many companies can justify the use of English or another language in their business—and this is not incompatible with the Charter of the French Language.
You’ve probably met with an adviser from the Office québécois de la langue française (OQLF) who claims to want to help you with your Francization process. However, since the OQLF’s mandate is to Francize companies as quickly as possible, this can often be incompatible with your company’s objectives. The Office believes that you must work primarily in French, while the Charter requires only that you make available to your employees the means to do so at all times.
The law is flexible and allows companies that work primarily outside of Quebec to use its exceptions to pursue their growth both inside and outside Quebec. The Office’s performance is assessed based on the number of certificates of Francization it issues. This is why your business interests are not always taken into consideration when your file is being analyzed. It’s like entrusting your taxes to a Revenu Québec employee instead of an expert tax accountant.
